CAA Update: Introducing UK SORA Guidelines

The UK Specific Operation Risk Assessment (UK SORA) will replace the Operating Safety Case (OSC) methodology outlined in CAP 722A, which will be withdrawn in Q2 2025. However, CAP 722A itself will remain in place.
It's important to note that the PDRA-01 based OAs will not be impacted by the introduction of the UK SORA Policy. The CAA says that PDRA-01 is under review, but it is very unlikely that there will be any changes to PDRA-01 before March 31, 2026. The Authority will consult before making any changes.
This new framework from the Civil Aviation Authority (CAA) offers a more structured, transparent, and consistent approach to risk assessments for UAS (Unmanned Aircraft Systems) operations. The goal here is to provide applicants with a clearer framework and greater standardisation, simplifying what can often be a complex process.
Based on the JARUS SORA v2.5 framework, UK SORA introduces a digital application service designed to simplify and streamline the application process, making it more accessible for operators.

How UK SORA Differs from OSC

Key Updates for Operational Authorisation Holders
Existing OSC-based Operational Authorisations (OAs) will remain valid until their expiry date. Operators can renew their OAs using the OSC methodology until the UK SORA Application Service goes live in Q2 2025.
After this, all renewals and new applications must follow the UK SORA framework.
Renewing Your Operational Authorisation (OA)
OSC-based OAs can be renewed using the OSC methodology up to three months before expiry.
Once the UK SORA Application Service is live, renewals must follow the UK SORA framework, and OSC-based renewals will no longer be accepted.
Applying for a New OA
Before Q2 2025: Continue using the OSC methodology for applications.
After Q2 2025: All new applications must use the UK SORA digital platform.
Remote Pilot Competency (RPC) Updates
The Remote Pilot Competency (RPC) policy is being updated to support UK SORA. Operators will gain access to advanced training through Recognised Assessment Entities (RAEs), depending on the complexity of operations.
The GVC will remain available, with the required competence level dictated by the operation's complexity.
Recognised Assessment Entities – Flightworthiness (RAE(F))
RAE(F)s are external organisations that validate technical compliance for UK SORA applications. They are particularly useful for high-complexity operations requiring greater assurance.
Operators can opt to work with RAE(F)s to expedite application processing, with fees applicable for their services.
SAIL Marked UAS
SAIL (Specific Assurance and Integrity Level) marks align drones with predefined safety levels under UK SORA. A SAIL Mark, validated by an RAE(F), reduces the amount of technical evidence required in applications.
While optional, this concept can significantly speed up the application process for operators using compliant UAS models.

Q1 2025:
The UK SORA policy will be published and added to the CAA regulatory library, with email notifications sent to stakeholders.
The Remote Pilot Competency Policy will also be released.
Q2 2025:
Policy concepts for the Recognised Assessment Entity (Flightworthiness) (RAE(F)) and the SAIL Mark scheme will be published.
The UK SORA Application Service will go live, and the policy will officially come into force.
What About PDRA-01 OAs?
PDRA-01 OAs are not impacted by UK SORA and will remain valid under the existing framework until further notice. While under review, no changes are expected before 31st March 2026.
